Building Contract Review Program

The purpose of the BCRP is to provide an independent review of the Builder’s preparation to contract a Project and their competency to manage the completion of the Project to acceptable industry standards. The BCRP is designed to test the competence of the Builder to price and manage a Project and not compliance with building standards.


The BCRP requires Builders to participate in a program where certain builder competencies for the relative scale of a Project are reviewed. Where appropriate, action to improve Builder competencies and to support the completion of the Project are reviewed including:


  • Review contract documents for a project to ensure that you provide a detailed budget that includes a gross margin that is reasonable for the project type, size, value and other project requirements
  • Determine a schedule of performance reviews, including site inspections, to ensure your supervision and contract administration is appropriate
  • Make sure the project is running to budget and contracted completion date
  • Undertake reviews and report on the progress or development of your competence relating to specific areas that have been reviewed. We provide you with a written report.
  • Review proposed contract terms including scheduled progress payments;
  • Review project construction schedule;
  • Guide and advise on Builder’s capability of managing the project in accordance with the construction schedule, contract and budget; and
  • Builder’s supervision and quality control over the building work.

Fees

Project Managers & Co. services are provided at a fixed rate of $141 per hour.
Final costing being based on the particulars of the project (contract value, location, duration, complexity, and number of project involvement etc...)

Service Management Overview

Service Standards – BCRP Services 

  

  • Process Application Form and issue a BCRP Builder Agreement for signing by the Builder
    Within 2 Business Days of receipt of fully completed application form 

 

  • Contact Builder after receipt of signed BCRP Builder Agreement
    Within 2 Business Days of receipt of signed BCRP Builder Agreement 

 

  • Complete Component 1 of BCRP
    Within 3 Business Days of receipt of Builder Agreement and associated documentation

 

  • Complete Component 2 of BCRP
    Within 3 Business Days of receipt of Builder Agreement and associated documentation 

 

  • Complete Component 3 of BCRP
    Within 3 Business days of receipt of Builder Agreement and associated documentation

 

  • Notify Builder and Principal where Builder does not satisfactorily complete the requirements of BCRP Components 1, 2 and 3
    Within 7 days of the due date of the requested information 

 

  • Notify Builder and Principal where Builder has already commenced works under the building contract for the project
    Immediately 

 

  • Complete activities under Component 4 of BCRP
    Within 2 Business Days of receipt of notification by Builder 

 

  • Provide completed Builder Performance Review Reports to Builder
    Next Business Day after site visit and/or remote site assessment 

 

  • Reporting to Principal concerns regarding Builder’s capacity to complete existing projects or take on new work
    Within 1 Business Day of date of awareness 

 

  • Complete Component 5 of BCRP
    Within 7 Business Days of the final BCRP Component 4 Builder performance review 

 

  • Advise Builder/Distributor of missing information required to enable completion of any service associated with the BCRP, including application form and/or any of Components 1 – 4
    Within 1 Business Day of receipt of associated information

Complaints Handling Process

Here at Project Managers & Co our goal is to deliver a high standard of service to all our Builders and strictly adhere to BCRP Guidelines. Our complaints procedure is:

  • Your complaint will be acknowledged within 1 business day and be investigated and a response to your complaint will be provided within 3 business days 
  • In the unlikely scenario that a dispute is unable to be resolved by our BCRP team or Management, iCare can be contacted www.icare.nsw.gov.au
